The
first ever board meeting of the Donga Mantung Multipurpose Youth Empowerment
center (MYEC) took this week, chair by it’s chair, the Senior Divisional
Officer – Donga Mantung.
The
meeting, which took place at the Divisional Delegation of the Youth Affairs and
civic Education brought together members of the board, composed of partners
Ministries and those institutions that deals with Youth empowerment.
Representing
the SDO, Donga Mantung, the First Assistant SDO MBINGNOEH Abraham appreciated
the board members present and reiterated the importance of the center.
He
said the modesty of the budget, is just an indication that next year they will
go higher and that is how the activities of the center will be increasing and
at the end of the day, the activities with be for the benefits of our Younger
ones. He said the dream is that in the near future, the center will be a
meeting point for every body. He calls on all to give their modest
contributions, efforts, and advice in assisting the chief of center in the
activities of the center. He wishes that, the management of the center should
be an collective efforts. With the advent of decentralization, the center is at
the helm of development of the Division. The center is one of the circular arms
of the councils and he believes when decentralization will be fully the council
will be very responsible in the center. What will make the center credible will
be the effective and efficient management of the center.
In
his presentation, the Secretary of the board who doubles as the chief of the
Center, Mr. Utia Andrew Uze I, said the Missions of MYEC Donga Mantung is in
accordance with decree N° 2010/1099/PM of May 2010, on the organisation and
functioning of the Multipurpose Youth Empowerment Centres (MYECs), the Centres
which are services attached to the Ministry of Youth Affairs and Civic
Education and their mission is the supervision and mentoring of youths for the
purpose of development. In line with this mission, Utia the Divisional
Multipurpose Youth Empowerment Centre is charged with designing appropriate
schemes for the socio-cultural, socio-economic, and socio-professional
integration of youths as well as sporting activities for young people,
maintaining a dynamic partnership between young people and promoters of
initiatives that go to enhance both individual and collective development,
providing methodological support planning for the achievement of local and
community driven development projects by young people and for young people and
unconditional welcoming of young people, be they individuals or organised
groups, qualified or not, seeking training or information or wishing to share
their expertise. According to chief Utia, The objectives of the center includes
Social Integration, Economic Integration, Promotion of Small Scale trades,
Promotion of Junior Enterprises, Sound and Educative leisure activities for
youths, Prevention and fight against social vices with the following TRAINING
PROGRAMME and courses offered on, Information and Communication Technology
(ICT), Commercial Studies in the Fields of Management, Marketing, Accounting,
Petty Trade etc., Restoration, Juvenile Mentoring Programme (JUMP), Decoration,
Embroidery, and Tailoring.

He
continued that the, training programmes are being dispensed alongside the
following general courses: General Education, French Language, English
language, Civic/Moral Education, Physical Education and Cultural Animation.
The
challenges of the Divisional multipurpose center among others includes lack of
equipments, the center is not constructed, the chief of bureaus not appointed.
So far the center has been
functioning with very limited, thanks to personal initiative of the chief of
center. At one point, the center had up to about 80 Adherents
The
center also seats the National
Youth Observatory. This organ aims at getting an inventory of all youths
throughout the Division by their getting registered to the said organ either
through their physically presence to the said structures or on line
Prefectoral order No 31/PO/E.27/369/SAAJP/2018 by the Senior Division
officer Donga Mantung on the composition of the management board of the Divisional
Multipurpose center with SDO AS chairman, Mayor Nkambe council as vice
chairman, Chief of center as secretary including other 9 members.The National President of Civic Education and National Integration who doubles as the Divisional President of the of Youth Council Donga Mantung, ABANDA Marcel lauded the efforts of the Chief of center so far, considering the challenges at the center. "Your efforts deserve more adherent at this center and i will personally mobilzed them" YACENI President Stated.
